Environmental Analyst – Environmental Department

Location: Northwest Territories (NWT) – Yellowknife

Position Type and Work Format: Full-Time, Indeterminate. Work will take place in-person at NSMA office location with occasional off-site travel for meetings, training, conferences, workshops, and field work. Possibility of temporary remote work while relocating to Yellowknife or during employment transition.

Hours of Work: Regular office hours are Monday to Friday at 7.5 hours/day (37.5 hours/week). Hours may vary for meetings, training, conferences, workshops, and fieldwork. May be required to work occasional alternative hours, overtime, evenings, and weekends.

Renumeration and Benefits:

• $42-47/hour ($82,215 – $92,002.5/year) based on qualifications and experience.

• Travel benefit of $3,699.80/year added to above annual salary.

• 2 weeks paid vacation in year 1 followed by 3 weeks paid vacation in Year 2.

Position Summary:

The North Slave Métis Alliance (NSMA) represents the s. 35 Aboriginal rights-bearing Indigenous Métis people of the Great Slave region of the Northwest Territories (NWT). NSMA’s mandate is 1) the assertion, protection, and implementation of the Aboriginal rights of Métis people, and 2) the exercise of Métis responsibility to protect the environment and to promote and enhance Métis education, economic, social, political, and cultural development.

The NSMA Environment Department runs an array of programs relating to consultation, natural resource co-management, guardianship, training/capacity building, research, environmental monitoring and services, wildfire, and various sustainability initiatives.

The Environmental Analyst is a key position which primarily supports program activities relating to Crown-Industry consultation. The Analyst reports directly to the Assistant Manager / Lead, Crown-Industry Consultation, but will assist and collaborate with other Department staff. The Environmental Analyst works with representatives from the Federal and Territorial Crown, industry proponents, and other natural resource decision makers. Major duties include participation in NWT’s co-management regime under the Mackenzie Valley Resource Management Act (MVRMA). These are the land and water boards, environmental impact review boards, and renewable resource boards. The Environmental Analyst also provides support to other program areas within the department.

Key Responsibilities:

• Lead technical reviews of regulatory applications (e.g., land use permits, water licenses, environmentalassessments) for various development projects within the NSMA’s Traditional Territory.

• Participate and represent NSMA in multi-stakeholder technical working groups (TWGs), steering committees and advisory boards.

• Prepare written submissions, briefing notes, intervention documents for environmental assessments and regulatory co-management proceedings.

• Collaborate with consultants, legal counsel, and internal department staff to provide recommendations on environmental protection, cumulative effects and protection of s.35 rights of NSMA.

• Represent the NSMA in consultations with the Crown and ensure that the Crown’s duty to consult isproperly discharged and documented.

• Design and facilitate engagement sessions and site visits for NSMA members and Elders to inform regulatory responses and uphold community values.

• Communicate complex regulatory matters in accessible ways to ensure meaningful community participation.

• Assist financial management by writing funding proposals, managing contribution agreement and project budgets, and ensuring fiscal accountability.

• Build and maintain strong relationships with regulatory boards (e.g., MVLWB, MVEIRB), federal and territorial government agencies, industry proponents, and other Indigenous Governments.

• While the Environmental Analyst works primarily in consultation, the position may assist or manage files in other areas – for example, those relating to guardianship, research, and monitoring.
  

Qualifications:

• A degree in Environmental Science, Engineering, Indigenous Governance, Law, Public Policy, NaturalResource Management, or a related field. A Master’s degree or equivalent experience is preferred.

• Minimum 3-5 years of experience in regulatory review, Indigenous consultation, environmental project management, or rights- based negotiation, preferably in the North.

• Strong understanding of Section 35 Aboriginal rights and Indigenous governance in the NWT context.

• Proven experience in budget planning, financial tracking, and reporting for regulatory or environmental projects. Ability to work with numerical data in spreadsheets.

• Familiarity with the Mackenzie Valley Resource Management Act (MVRMA) and other relevant regulatory frameworks.

• Excellent written and verbal communication skills, with the ability to draft technical and legal submissions.

• Experience working directly with Indigenous organizations is highly valued.

• Strong facilitation, mediation, and conflict resolution skills.

• Legally entitled to work in Canada and with valid Class 5 driver’s license.
  

Asset Qualification:

• Experience supporting or leading the development of Indigenous economic development strategies and partnerships with technical consulting firms, or Indigenous-led environmental services.

• Direct experience working with or negotiating business partnerships, joint ventures with industry partners, especially within the mining, remediation, or resource extraction sectors.

• Any relevant certifications or trainings pertaining to occupational health and safety, operation of field vehicles or boats, firearms.
